Go to the rocketleague website you have a account on. Sign in and navigate to your profile settings where you should see an option to enable crossplatform play and a link to the account settings on Epic Games. Make sure to enable crossconsole play there as well and follow any other steps it asks you to take. Once you get into the game you'll be able to play together with friends on other platforms by inviting them to join your party.
