When you turn on iCloud Family Sharing all the members in your Family Group receive an email with an invitation to join sharing. Each member needs to accept the invitation by signing in to their account then they will be able to share purchases and set up a Family Payment method. If you turn off iCloud Family Sharing all the members in the group will continue to be able to use shared data until the end of the billing cycle.
